Ekoltava has signed an appeal to the European Commission regarding support for Ukraine
07.03.2025Ekoltava has joined the list of Ukrainian and European civil society organizations that have appealed for improvements to the Regulation on the Ukraine Facility, which was introduced a year ago.
The letter is addressed to the European Commissioner for Enlargement, the Director-General for Enlargement and Eastern Neighborhood, the EU Ambassador, and the Head of the EU Delegation to Ukraine.
Given recent geopolitical developments, the Ukraine Facility is an exceptionally important support mechanism for Ukraine, providing €50 billion for the period 2024-2027. This funding helps Ukraine maintain macro-financial stability, support recovery, and strengthen governance systems on its path to EU accession.
However, we believe that the Ukraine Facility could have an even greater impact. In this regard, we urge the European Commission to consider the following recommendations:
- Enhance the quality of documents developed under the Ukraine Plan to ensure effective implementation and sustainable reforms.
- Improve the visibility and transparency of the Ukraine Investment Framework for the public and civil society organizations.
- Integrate climate and environmental objectives, including biodiversity conservation and the “do no significant harm” principle, ensuring their application to 20% of the total funding under the Ukraine Investment Framework and Ukraine Plan investments.
- Establish a platform for civil society organizations to submit their proposals, along with a procedure for transparently tracking and incorporating these proposals into official documents.
- Ensure Ukrainian municipalities have access to 20% of the direct financial support from the Ukraine Plan by developing new methodologies for submitting project concepts for public investment.
- Prioritize grant support for Ukrainian civil society organizations.
We hope that these recommendations will also contribute to the preparation of the European Commission’s annual report to the European Parliament and the Council on progress in achieving the objectives of the Ukraine Facility Regulation.
