How should hromadas develop their local plans of waste management?
07.07.2023On July 6, a webinar took place, titled “Development of local plans and refuse dump management in hromadas”, held by NGO “Ekoltava” for representatives from hromadas. The speakers of this online meeting were Candidate of Engineering, associate professor, department of ecology and nature protection technologies, Sumy State University, waste management expert, Dmytro Laznenko, and Candidate of Economics, waste management expert, Tetiana Omelianenko.
Through their presentations, the speakers have answered basic questions regarding to development of local waste management plans, refuse dump management in hromadas, and novelties which take effect together with Law of Ukraine “On waste management” since July 9, 2023.
Local waste management plan (LWMP) – a program document that contains a set of intertwined tasks and measures pointed at sustainability of waste management within territorial hromada. LWMP is developed within a year after adoption of 10-year regional waste management plan in respective region.
Chief aspects of development of local plans, as Dmytro Laznenko puts it, is cooperation between hromadas in the field of waste management, concordance of interests, and synchronization of partner hromadas.
Hromadas can cooperate in the field of waste management in various ways. It may be, for instance, implementing of shared project, deputation of tasks, co-funding or maintenance of enterprises, institutions, or organizations of communal property – infrastructure facilities, formation of these facilities or general management body”, – accounts Dmytro Laznenko.
In particular, Law of Ukraine “On waste management” stipulates new approaches to refuse dumps for solid municipal waste. As Tetiana Omelianenko says, transition from local landfills to regional refuse dumps must consist of several important phases.
“How to start? Gather information on local landfills, estimation of technical and economical viability of their update, prior advocation for landfills shutdown. Then comes selection of “transitive landfills”, that is, those eligible for update so that they are exploited until brand new regional refuse dump is ready. Then – development of recultivation projects”, – accounts Tetiana Omelianenko.
About 70 listeners from all over Ukraine have taken part in the webinar.
